Weighting Factors

The ratio of the expected effectiveness for the identified maintenance and rehabilitation treatment per year of influence to the equivalent uniform annual cost per square yard is calculated for each management section. The management sections are ranked from highest cost-effectiveness ratio to lowest. The highest to lowest would be selected until the available budget is expended. However, generally it is less costly to repair the residential/local streets, and in general, they will have longer lives than arterial streets. This would cause the majority of the available funds to be allocated to residential/local streets. To counter this problem, the effectiveness ratio must be weighted for usage.

This weighting should normally be a function of traffic. Since traffic data are not generally available, the weighting is based on functional classification as a surrogate for traffic.

The Weighting Factors section displays the weighting factors established jurisdiction for the functional classes.


Step 3: Weighting Factors

In step 3 the Weighting Factors section displays the weighting factors established for the functional classes.

  • Weighting Factors
    • Arterial : displays the weighting factor used for the arterial functional class when calculating scenarios.
    • Residential : displays the weighting factor applied to streets with a residential functional class when calculating scenarios.
    • Collector : displays the weighting factor that is applied to management sections with a collector functional classification when calculating scenarios.
    • Other : displays the weighting factor applied to management sections with functional classes other than arterial, collector, and residential.
  • Other Parameters
    • Stop-Gap Application Interval : indicates the number of years between the application of stop-gap treatments.
  • Stop-Gap Factors $/SQY
    • Condition : lists the condition categories (2-5) that require stop-gap treatments.
    • Arterial $ : stores the cost of a stop-gap treatment per square yard when applied to a management section with a functional class of arterial and the condition listed in the Condition column on the same row.
    • Collector $ : stores the cost of a stop-gap treatment per square yard when applied to a management section with a functional class of collector and the condition listed in the Condition column on the same row.
    • Residential $ : stores the cost of a stop-gap treatment per square yard when applied to a management section with a functional class of residential and the condition listed in the Condition column on the same row.
    • Other $ : stores the cost of a stop-gap treatment per square yard when applied to a management section with a functional class other than arterial, residential, and collector, and a condition listed in the Condition column on the same row.
